The kicking of cases from one department to another is reminiscent of The Wire, where the vice and homicide departments argued repeatedly about pushing cases to another department to keep the success statistics looking good.
Making a deal with Cannon was more reminiscent of The Shield; the cops on The Wire never went so far as to release someone with the express goal of murdering someone they couldn't get enough evidence to prosecute. Though some of their interactions with Omar could be seen that way, especially with what happened to Stringer. This will make no sense to anyone that's not seen The Wire, of course, but I would recommend it to any fan of The Shield, so I've left the references intentionally vague to avoid spoilers.
On an unrelated note, "Preston Stoker" has become my new favorite verb.
I must confess to being a leetle bit smug about the Sing-Singer-Berlin-team theory since Warren pretty much confirmed it in Whitechapel:

I don't think they are all "teaming up", based on what I've been given so far in the book.
Detective Singer knows the score. Her mother used to kill people on the side in her career. If Singer really wanted to help the Doktor, she'd let him know that Cannon now has free reign to try and kill him now. At the end of the issue, she doesn't.This could change, but she also knows Preston Stoker will kill her or have her killed, in a split second.
Sarah Berlin is still up in the air for me right now. She's a journalist - if she gets too involved in the story she becomes the story. That's not what she's being paid for. When the story is sent, she could stay if she so chooses to - which she might. New York will seem very boring after being in Heaveside.
Sing iso alsquestionable, as we only have Celia's word that she's crazy (which Celia might think she is because Celia obviously believes in the Doktor. And like a good little cultist, anything that goes against him would be considered crazy)/
I only managed to get this recently, so here's a couple of thoughts before #11
1) I quite like nurses new hair, but I'm not sure how well it will go with the red bra (I know there is some speculation about these things)
2) More seriously, Preston Stoker conspires with Cannon to dispose of John Reinhardt, despite not believing ol' Doktor Sleepless actually is Reinhardt and having DNA evidence backing that up. Either something changed in the 66 days or he's manipulating Cannon because he's decided the Dok needs to go anyway.
(also, I haven't watched the Wire yet, but I got the first season for Christmas, so I'm looking forward to sitting down with it)
